The majority of deceased (47,308 people; 92.4%) had severe
cardiovascular diseases, diabetes, diseases of kidney, liver and lungs,
neurological diseases, malignant neoplasms, and others in their health history.
3,907 (7,6%) out of 51,215 people who have died, did not have a record of
comorbidities and/or diseases in their health history. Among those 47,308
deceased who had a record of comorbidities and/or diseases in their health
history, the vast majority (37,808; 79.9%) had suffered from cardiovascular
diseases, and 7,866 people (16.6%) had been diagnosed with diabetes. At the
same time, the number of deceased persons who had cardiovascular diseases was
the highest in the age group of 60-79 years (23,662; 62.6% of all deceased who
had been diagnosed with cardiovascular diseases). A similar ratio was observed
among those deceased persons who had a record of diagnosed diabetes in their
health history: 5,308 (67.5% of all people who have died and had been diagnosed
with diabetes) were between the age of 60 and 79. In general, among those who
died, concomitant diseases had been diagnosed in people aged 50 years and older
(39,639 people), which accounted for 83.8% of the total number of such deaths
(Table 3).

The main task of the Roadmap is to cover at least 50% of the population of
Ukraine (20,866,390 people) with vaccination against coronavirus disease
COVID-19.
[...]
At the same time, the efficacy of COVID-19 vaccine candidates, which are
currently undergoing clinical trials and are in the final stages of testing is
measured by their ability to prevent COVID-19 related hospitalization, the
development of a severe form of coronavirus disease COVID-19 and mortality
due to COVID-19-related complications. It is also currently unknown whether
the vaccination against coronavirus disease COVID-19 reduces the risk of
transmission between those who are vaccinated and those who are not.

To monitor public sentiment and assess the effectiveness of the
communication campaign on vaccination, a public opinion poll on vaccination48
and qualitative surveys with the representatives of priority groups were
conducted. Such surveys will also be conducted during the year to assess the
dynamics of public sentiment and study the opinion of priority vaccination groups
on vaccines and the course of the vaccination campaign against coronavirus
disease COVID-19 in Ukraine. With the support of UNICEF and the World Bank,
behavioral analysis of research results and the development of appropriate
recommendations will continue.
Next steps
According to various surveys conducted in early 2021, less than half of
Ukrainians express an intention to be vaccinated against coronavirus disease
COVID-19. For example, in March 2021, the percentage of those willing to be
vaccinated ranged from 33% (Kyiv International Institute of Sociology 49) to 48%
(WHO). At the same time, WHO50 surveys showed an increase in the willingness
to get vaccinated, so at the end of April, 54% of the population stated they were
ready to be vaccinated if the vaccine was available and recommended for their
population group. The research results of some agencies, in particular, Razumkov
Center51, Kyiv International Institute of Sociology, the group "Rating" 52 show
that the older people are, the more inclined they are to get vaccinated. Also,
people residing in the western and central regions of Ukraine are more likely to
get vaccinated than those living in the eastern and southern regions. The main
reasons for the unwillingness to be vaccinated are the doubts about the safety and
efficacy of vaccines, as well as fears of side effects. Some believe that the risks
of vaccinations outweigh the risks of the disease (COVID-19), and some refuse
vaccination because have recovered from COVID-19 or have contraindications
to vaccination (according to the information provided by the respondents).

[...]

As part of communication support, one of the strategic priorities would also
be to conduct the analysis and combat false information and misinformation
about vaccines and vaccination against coronavirus disease COVID-19. Work in
this direction includes the analysis of information in the media and social
networks, the development of content and information materials that debunk
myths and respond to current information requests, involving young people in the
verification of information on social networks, and more. With the support of
UNICEF, the Communication Center is planning to implement a new system of
analysis and response to misinformation on social networks.

In order to fully cover all the costs necessary to implement the vaccination
campaign to the declared extent, the Ministry of Health will initiate additional
negotiations with international donors on the provision of support to cover all
necessary costs.
